The moment it has to sit on the public right-of-way instead — a street or a sidewalk — the office that handles it depends on where you are, because New York's municipal taxonomy genuinely varies by place. Inside Rome itself, that is the City's own right-of-way placement process under the City of Rome’s right-of-way permit application; no specific fee is published, so we don't print a number as gospel — call the city to confirm current requirements. The real seasonal pattern here is winter — Rome sits close enough to the Tug Hill Plateau that lake-effect snow is a normal part of the calendar, with average annual snowfall well over 100 inches in the wider area. For us that mostly means routine cleanup: downed tree limbs, ice-damaged fencing, and a genuine surge of yard and garage cleanouts every spring once the snow finally clears.
